I lived in Dubai back in 2007 and they take things like this very seriously. Even skimpy bathing suits/bikinis on public beaches are met with scorn and the people wearing them are asked to either change into something more moderate or they are escorted off the beach.

In fact, a couple were caught literally having sex on a public beach back in 2007 and were jailed for 3 months along with a fine:
