Read the article. It was pretty blatant proxy betting:

1) It was essentially approved by Draft Kings. They said as long as he did it with a 2 hour delay, its OK. (Its still illegal to do it like that)

and

2) The guy even placed proxy bets in front of company employees (in person at Superbowl) showing Draft Kings clearly knew it was occurring.

If the guy doing the betting had any brains he would have known better than to conduct his business like that. What is sad is, all that happened to the bettor was his plays were cancelled. Draft Kings got a the fine and that was relatively small.
