Yes, he spent when there was a surplus but to his credit at least they didn't make long term spending committments, they were more like one time big ass payments.

But an increase in spending isn't what drew the budget from massive surplus to a big debt. The state budget is very sensitive to elements in the economy, especially with high earning executives and others.

So, their shifting economy of capital gains, stock offering and bonuses can effect that state income. There was a lot of Federal COVID stimulus that turned into a huge increase in state income taxes, they were at the highest ever.

That was clearly not sustainable, CA will now adjust it's spending and spending plans accordingly.
