The state of Washington has implemented bill SB 6613 which makes every form of online wagering, except on horse-racing, a class C felony carrying either a five year prison sentence or a $10,000 fine.
Rick Day, State Gambling Commission Director, said it is unlikely that individual gamblers will be targeted for arrest.
“The focus of our enforcement work will be at the larger level, the higher level, not the individual gambler,” he said.
Day also added that the law is aimed at protecting gamblers who will have no recourse if they lose out on unregulated sites. It remains unclear how the state of Washington intends to prosecute international betting sites regularly licensed in foreign jurisdictions.
