Not sure about Maine, it's PA that matters, but the fact is she was a city DA, state AG, and state Senator.

All elected positions that I would imagine she won with more than 1% of the vote.

She was also the VP on the ticket in the 2020 election, winning, and on the Biden Harris ticket during this year's primaries, where nobody came close to them, or really even ran against them, lol.

Even with variance, there is technically more than 1% coming her way in each of those elections.
