I feel like a bunch of athletic dudes should just form a soccer team (or whatever sport) and claim to identify as women, then proceed to dominate the league/event, over and over and over again.

Until they (whoever they is) finally say OK ENOUGH IS ENOUGH. THIS SHIT AINT FAIR.

The cycling federation has done that.
A guy said he identified as a girl and kept his testosteone down for 24 months (per the rules at the time) and raced in a bicycle race and won easily.

The cycling federation changed the rules immediately. Must be a woman to race in women's races. The men's races are now for males and "others".
